Dear Friends and Neighbors,

November was a very difficult time for people impacted by the federal government shutdown. The effects of the shutdown rippled through our economy, with federal employees furloughed or working without pay, and SNAP benefits significantly delayed for the 737,000 Oregonians who rely on them. The result is immense strain on families’ household budgets.


Amidst uncertainty in Washington, D.C., I met with local leaders and food bank representatives about the local response to keep people fed. I also took action to urge Oregon’s utility companies to prevent utility shutoffs for households affected by the government shutdown. In response, Pacific Power, PGE, NW Natural, Cascade Natural Gas, Idaho Power, and Avista Corp agreed to temporarily pause disconnections for households whose finances are hit hard by the federal shutdown. Oregonians have always come together to take care of each other during times of crisis, and I am grateful for these companies’ swift commitments to help keep customers connected.


As we approach the end of the year, preparations are also underway for the 2026 Legislative Session, which will begin in February. On November 17 – 19, lawmakers convened in Salem for committee hearings about issues that will be important for upcoming bills. The biggest challenge will be addressing the state’s large anticipated budget shortfall. In order to balance the budget as required in the Oregon Constitution, the Legislature will have to consider budget cuts to state agencies, which will require some very difficult conversations.
